California is the most populated state on the west coast and one of the most populated in the United States – 40.02 million (worldpopulationreview.com). Sharing a large border with Mexico, the drug and crime rates have escalated. To combat this growing epidemic, California Law Makers have passed Proposition 47 which takes felonies and processes them as misdemeanors, giving young kids and adults a second chance at life to make better decisions.

Substance abuse is classified as overindulgence in or dependence on an addictive substance, especially alcohol or drugs. The passage of this new law allows young adults to get their life straight without having a harsh sentence of jail following them in life from job to job and such life basics as apartment housing. It forces the punishment of rehabilitation, fines and community service consenting the person to seek help and make a positive difference in the community in which they will be serving unless the offense is heinous enough to merit jail time.

Laws passed in 2018 such as SB1228 forbid licensed facilities and addiction professionals from paying patients to come to a facility. This bill puts patients who use desperate medical needs over profits of the provider. Numerous new laws went into effect in 2018 to watch new rehabilitation facilities, transparency for safety nets for patients who relapse, and addiction from prescriber and consumer angles. All of which are to help those who suffer from addiction get the treatment needed while not having a severe criminal recording following the person for the rest of their lives.
